Is USDG backed by US dollars?

Yes, USDG aims to maintain a 1:1 peg with the US dollar by backing each token with reserves that include US Treasury Bills. These reserves are checked monthly by an independent auditor, Enrome LLP, and the reports are available here. However, all stablecoins carry certain risks, including the risk of a depegging event.
